And I… I look at the concrete actions. I’m like you, someone who appreciates action and looking at how we’ve already, you know, we’re already tackling methane and all the other ways we can… we can move forward to take serious action against climate change and talking about including Mexico, which is really important too. MCCARTHY: Yeah. We… we do have a North American strategy, and I think it was incredibly helpful to have Canada and the U.S. in Paris. MCKENNA: Yeah. MCCARTHY: To actually continue to show our domestic leadership and how much we’re going to do, but also to drive that, that agreement to a place where I think we can all be extraordinarily proud. So, now it’s the chance for us to implement... MCKENNA: I know. MCCARTHY: … and run as fast as we can. MCKENNA: We’ve got to run as fast we can during your administration. I’m also really excited about April 22nd, the signing of the Paris agreement. It looks like we have 120 countries. And I know we’ve both… both governments have worked really hard to get governments there to the signing so that we can… we can make sure it comes into force early. MCCARTHY: We can. But we also know that we’re not waiting for them to move the issues forward, and I’m so looking forward to coordinating with you and with other countries on methane, on HFCs and the Montreal Protocol venue. It’s just the U.S. and leader… and Canada are now not just really strong partners, but we’re strong leaders internationally and that’s where we want to be. These things matter to us. They’re part of our core values. They always have been. We have to protect our ecosystems and our families and that’s what this is all about. MCKENNA: Yeah. And there’s a huge opportunity. I look at the opportunity to create jobs, clean growth, and doing this together. I also thought it was really great that you were able to meet some of our Inuit leaders. This is really important that we work together in the Arctic, protecting the Arctic and making sure that we have our Inuit leaders, our Indigenous leaders as part of the conversation at the table, and they appreciated that. MCCARTHY: Well, we’ve been working with tribal nations in the U.S., and our ability to make a linkage with all our Indigenous communities allows us to recognize that they’re really on the front line of the kind of damage that we’re seeing. And their voices need to be heard, not just as background, but as central to decision making on how we continue to work with them to adapt to the changing climate, allow their cultures and their economies to continue to survive and grow. But these are big challenges, and no country is going to solve it on its own. But having a partner like Canada to work with, where we share ecosystems so closely, is just a gift I think for me, and I’m sure you share the same… the same feeling. And our ability to work together is going to make a big difference. MCKENNA: I think it’s like “seize the day.” We’re going to work as hard as we can together, and I’m thrilled to have you here in Canada to talk more about what concrete actions we’re taking. I would like to help you understand how your City develops its budget. We always hear about them, and often this can feel like another language all together. Before we get started, there is important information you should know. Ontario cities like Ottawa receive only 9% of all taxes collected, but are responsible for over 50% of the infrastructure. Let’s start by looking at what the word budget means…Simply put, it is a planned itemized summary of money that is coming into to the City and how that money is spent for a specific period of time. It is very important to note that provincial government legislation in Ontario states money coming in equals money going out also known as Revenue equals Expenditures...or a balanced budget. The City of Ottawa provides more than 100 services to the citizens of Ottawa, so City Council and Administration always have to make difficult decisions to ensure this balancing takes place. There are two main components of the budget when looking at the “money going out” side of the scale. Operating pays for all the day-to-day activities of the Corporation: this includes items such as: salaries and wages, utilities, supplies, fuel, and insurance - just to name a few. The Capital budget pays for all the new big investments or the rehabilitation of current assets under the City’s control. So let’s focus on how the city collects to pay for all these services. For every dollar that comes into the city... 53 cents comes from property taxes, 18 cents from provincial grants, and 29 cents from user fees and other sources. So, now we have learned what a budget is, how cities collect money and how they spend it. Now let’s take a look at how these pieces work together: Money comes in through property taxes, grants & subsidies, and user fees. The money collected is required for both the operating and capital budget. We've already talked about the operating budget, including day to day expenses, but it also includes money for funding capital budgets. The Capital budget pays for all the new big investments or the renewal or rehabilitation of city assets and infrastructure. This connection is made through 2 methods:  the Reserve Fund method which sets aside funds to pay for capital projects on a cash basis.  These are usually projects that are paid for in the short term such as a road widening or replacement of a sewer line.  Or the debt payment Ok. So let’s recap. One - A budget is a plan for money coming in and money going out. There are two building blocks to the City Budget: Operating and Capital. Two - The operating budget is like your paying your house bills to keep the lights on. Just like in a normal household, our bills go up with inflation. Three - The capital budget is like your major outlays: vehicles, house, renovations etc. Four - Money comes in from three sources: Property Tax Levy, User Fees, and Grants and Subsidies. Five - Money coming in is used to deliver over 100 services to City residents. Six - City Council and Administration, with the input of the public, decide how best to balance the City budget guided by Provincial legislation. And that, is how your City develops its budget.

MINNEAPOLIS, Kan. Newly-released body-camera video captures the scene from March in which an undersheriff with the Ottawa County Sheriff's Office tased a 91-year-old man with Alzheimer's at a Minneapolis nursing home because the man wouldn't get in a car to go to the doctor. We first told you about the incident after it happened in March. The Ottawa County Sheriff's Office has had it under investigation. The original report from the incident is that the 91-year-old man was violent. But those who spoke with Eyewitness News Thursday after watching the video say they don't see it that way. The entire video lasts 28 minutes; from the time officers arrive until after the man is is tased and he's taken out on a stretcher. The video shows the man repeatedly refusing to leave for his doctor's visit, batting officers' hands away when they try to help him up, and in the end, making a run for it. That's when we see an undersheriff tase him. The 91-year-old man's family has asked us to protect his identity in the video. They say the handcuffs broke his wrist and they believe this incident weakened his heart and led to his death two months later. The Ottawa County sheriff is out of the office this week and told us he was unavailable to speak on camera. He said he thinks the investigation is complete, but needs to check his reports. Eyewitness News Personal Protection expert Joe Schillaci, a former law enforcement officer, offers his perspective on what happened. Schillaci used to be a supervisor with the Miami Police Department and has been through taser training. "It's easy for us as citizens to sit back and watch that and be taken aback by that. It's difficult to watch," he says of the video. But Schillaci says using the taser to subdue the man likely caused less harm than if there was a more physical confrontation with officers. He says a physical confrontation with officers could have caused more serious injury. "...It most definitely with his age, would have caused some pretty good injury," Schillaci says. "They deploy a taser and incapacitate him immediately." Schillaci points out the verbal warnings against the man and that fact that an officer guided the man to the ground after the taser was fired as a couple points to indicate the officers were doing what they could to limit injuries. Since the incident happened, a new administrator at the nursing facility put new policies in place to handle any situations that get out of hand. Some of those changes include more training for staff. This includes making sure no one ever has to respond to a situation alone. The administrator did not comment on whether the officer went too far.
